That row types Delve as a document/dataset ('State of the ASM Sector' report series, publisher World Bank + Pact) rather than as the platform itself. This may be a retype candidate (the same thing the DMCC card in rounds/institution-merge-2026-09-06 called a retype, not a same-as) rather than two genuinely distinct entities — the report is content published on the platform, not a separate organisation-like thing — but identity merges are human-ruled only and a retype requires editing an existing row, both out of this append batch's scope. Landed as a candidate for the next Hub Curator seating rather than silently left as an unacknowledged name collision.
