ProfileMinTIC is the Colombian ministry that builds and runs `datos.gov.co`, the national open-data portal — infrastructure, not a data source in its own right. It administers the PORTAL under Ley 1712 de 2014's transparency mandate; the actual mineral-trader dataset the hub cites there (RUCOM, resource 42ha-fhvj) is published BY ANM, not by MinTIC. This row exists so the portal operator gets credit for the infrastructure separately from the agency that supplies the content.
