ProfileOFAC, "a part of Treasury's Office of Terrorism and Financial Intelligence," administers US economic and trade sanctions. It traces to the Office of Foreign Funds Control (1940) and "was formally created in December 1950, following the entry of China into the Korean War, when President Truman declared a national emergency." It acts under presidential emergency powers and country-specific executive orders, publishing the SDN List and country/programme sanctions (Russia, Iran, North Korea, Venezuela, Counter-Narcotics, Cyber). For gold, OFAC has designated refiners, traders and individuals — Gasabo Gold Refinery, the Alain Goetz network, African Gold Refinery — for sanctions-evasion and conflict-gold laundering.
